Key message: Teach and verify how staff determine storm-event eligibility through a practical workplace decision.
Understand the training decision
Focus: Water and Air Program Training.
Rain in the forecast does not establish that a monitoring event meets the permit's conditions. Training should identify the actual criteria that apply to this facility, such as discharge occurrence, timing, antecedent conditions, or an approved exception. Do not import a rainfall amount or dry-period rule from another permit. The training manager's role is to make the current criteria usable by the people who receive the weather alert and decide whether to mobilize.
Teach the controls and responsibilities
Prepare a simple decision worksheet using the permit language and site monitoring plan. Give learners two weather histories and ask them to identify missing information before declaring either event eligible. Include the first-discharge observation, available personnel, safe access, equipment readiness, and documentation of why sampling did or did not occur. If weather creates unsafe conditions, follow the authorized safety and reporting process. Never have staff estimate a convenient start time or describe an event as qualifying solely because a sample was collected.
Verify learning and respond to gaps
Before ending this briefing, ask a participant to explain how staff determine storm-event eligibility using the actual site document. Give a second participant a changed condition and listen for the point where work pauses or the responsible specialist is contacted. Correct the decision immediately, then repeat the example. Record what the group demonstrated, not merely that the slides were presented. A confident answer without supporting information is a coaching opportunity, not evidence of competence.
Discuss with the team
A light shower wets the pavement, but the designated outfall has no discharge.
Question: Is a weather notification enough to document a completed sampling event?
Answer guidance: No. Apply the actual permit criteria and document observed discharge and collection conditions accurately.
Question: How will the training manager verify learning?
Answer guidance: Use the practical exercise, observe the decision, and record any correction or follow-up before assigning independent work.
Prepare, practice, and follow up
Leader preparation: Bring the current applicable permit or procedure, a site drawing or work example, and a blank coaching record. Remove confidential information from classroom copies.
Activity: Run a tabletop weather call with one missing event criterion and require the group to identify it.
Follow-up: Assign an owner to any unresolved document or field discrepancy. Confirm the correction in the work area and repeat the affected learning check with the employees who perform the task.
