Key message: Transfer unresolved risks and control status between safety staff or shifts.
Know the hazard
Team: Safety Workers. Topic: Work Organization.
A handover is a transfer of operational knowledge, not a list of everything that happened. Safety staff should identify which conditions the next person must understand before entering the field or advising a crew. Include active permits, temporary controls, isolated equipment, changes in access, unresolved exposure concerns, and expected work interfaces. Start with what could change the next shift's decision, especially items whose protection depends on a person remembering to act.
Use the controls
Describe each item using location, condition, consequence, current protection, owner, and next required step. Distinguish verified facts from information still awaiting confirmation. Do not use phrases such as all good or watch that area without explaining the actual issue. If a temporary barrier needs inspection after deliveries, state that condition and who owns the check. Where possible, review important items directly with the receiving person and obtain a read-back of critical information.
Work within the safe plan
Keep the record current and accessible to authorized users. Remove obsolete instructions through a traceable process so old controls do not compete with new arrangements. The incoming person should confirm what they can verify and escalate gaps before relying on assumptions. If no safety representative covers the next shift, transfer necessary actions to the designated operational role rather than leaving a message in an unattended inbox. A useful handover allows the next person to act correctly without reconstructing the previous shift's entire day.
Discuss with the crew
A temporary walkway is safe only while a delivery gate remains locked, but the next shift is not told.
Question: What information was missing?
Answer guidance: The control dependency, gate owner, and condition that requires rechecking.
Question: What improves the handover?
Answer guidance: Specific instructions with confirmation from the receiving role.
Prepare, act, and follow up
Leader preparation: Bring a blank shift-handover record.
Put it into practice: Practice a one-minute handover of one unresolved high-consequence condition.
Supervisor follow-up: Check the next shift can find and explain the current handover.
