Key message: Prevent unapproved puncturing and classify aerosol discards through the approved process.
Understand the training decision
Focus: Universal Waste.
An aerosol can can still hold pressure or hazardous contents after it stops spraying. A clogged nozzle does not prove that the can is empty. The federal universal waste program includes qualifying aerosol cans, but workers must verify the applicable state program and site instructions before choosing that route. An empty container determination is a separate question.
Teach the controls and responsibilities
Ask workers to identify unwanted full cans, partially used cans, leaking cans, and apparently spent cans. Each needs the approved collection decision. Never puncture, crush, burn, or drain cans simply to make them look empty. Where a facility intentionally punctures qualifying cans, that operation requires its own reviewed procedures, equipment, training, and management of resulting wastes.
Verify learning and respond to gaps
For assessment, show a can marked water based with a stuck valve. Have the learner explain why the label does not settle pressure, ignitability, or disposal. Managers should examine whether purchasing and maintenance practices create avoidable aerosol waste, while keeping any product substitution subject to safety and environmental review. Finish by changing the example from clogged to visibly leaking. Ask the learner which instruction now applies and who evaluates the next action. The purpose is to recognize a changed condition, not to improvise a repair. Keep routine collection materials separate from any specialized operating procedure that only designated employees may use.

Prepare, practice, and follow up
Leader preparation: Use photographs of aerosol conditions and the site discard procedure. Select a clean mock example from the facility; do not open live waste or stage an actual release.
Activity: Place a no improvised puncturing instruction at the aerosol collection point.
Follow-up: Confirm the waste procedure reflects current state adoption. Record the observed result, any remaining uncertainty, the action owner, and the date for checking the correction.
